I see this a lot in tabs and I'm not sure what the "on __" part means. Could someone explain it please?

I have not seen this written like this before so I am going to make an assumption. I would think the 'on' part refers to the note that should be played first in the chord (bass note). It would usually be written FmM7/E or A7/C#. When any chord is played on the guitar the first note hit should be the root note of the chord. If it isn't it then becomes an inversion and should be written as above. I usually leave this job to my bass player and I play the normal shape chord.
