How do you write a progression (in three voices) for fingerstyle guitar? I want to do this and then add non chord tones and suspensions to it but how do I make it 'three voices'? Does this mean you can only have three notes per beat?

Yes, if you were to write a progression in three voices on guitar you would have a maximum of three notes per beat.

There are a lot of different ways you could do this, but I would suggest looking up what's known as counterpoint. After you get a sense of the rules and have tried to write some two part stuff, go ahead try your hand at three. Then, If you still have questions, perhaps about how translate this to guitar, come back and ask.
